Static libraries forced to be PIC

ok, but i dont see how this has anything to do with forcing of DOPIC when 
FORCE_SHAREABLE

and again, i dont see how these topics are related

ive fixed svn to remove the DOPIC requirement from FORCE_SHAREABLE
