Connect to telnet with another user

Hi,

When trying to connect to the telnet daemon a user and password is asked
and it seems only root superuser is accepted.

My passwd file is like this :
root::0:0:root:/:/bin/sh
telnet:telnet:3:0:telnet:/:/bin/sh
ftp:ftp:4:0:ftp:/:/bin/sh
bin:*:1:1:bin:/bin:
daemon:*:2:2:daemon:/sbin:
nobody:*:99:99:Nobody:/:

my shadow is empty

my group is :
root:*:0:
daemon:*:1:
bin:*:2:
sys:*:3:
adm:*:4:
tty:*:5:
disk:*:6:
lp:*:7:lp
mail:*:8:
news:*:9:
uucp:*:10:
proxy:*:13:
kmem:*:15:

When trying with the user "telnet" and writting "telnet" as password i have
a "Login incorrect" message.
It must surely be something small but i can't fin it.
