applet delgroup is incomplete -- possible rewrite/fix

Currently no ... sorry ... but it is nearly a complete rewrite ... the
only function in deluser.c has been deleted and the body of the main
functionhas been heavily rearranged and modified except option
processing ... a patch would probably be more than the new source file.

You can do a diff against original busybox 1.17.2 distribution archiv,
if required.
