No, it was not "this way". mke2fs was put into busybox
_without_ much effort of shrinking it.

And I do not say that "take existing program and shrink it"
is the only acceptable way. "rewrite from scratch" is also ok,
but if you are going to do that, you should be ready
to expend an effort to make it "reasonably good",
and I can't help you much in that work because it is not
_my_ mode of operation.
