Now it is enabled only if BOTH are on, so putting it into FANCY
is already done.

But I don't mind if you want to & have a moment of free time
to implement it as a separate CONFIG_xxx option.

This applies to other such cases too. E.g. feel free
to introduce CONFIG for long options in cpio...
