'who' command formatting

What is the rationale behind the formatting and spacing in the 'who' 
command output? Specifically, the time field is too short, cutting off 
the last character of the seconds. At least, that's what I'm seeing.

Here's what I'm seeing:
user       pts/0    00:00     Nov  8 09:16:1 192.168.0.1
