upper case filename

On BB 1.6.0, when I did "mkdir TMP", it created "tmp" instead of "TMP".
Similary problem with tar cvf TAR ./*, it created tar instead of TAR.
Can someone tell me who to configure BB 1.6.0 to obey the upper case input
from the user?
