Error compiling 1.3.1

Hi,

Busybox fails to compile with the attached .config configuration.

The issue seems to be having disabled shadow passwords. When it is 
disabled, "shadow_.h" is *not included*, and cimpilation of 
libpwdgrp/pwd_grp.c requires the structure spwd which is defined in that 
include file.
