init stopped

Hello,

I am running busybox on ARM linux kernel 2.6. In busybox init_main, it
sopped at run_actions(SYSINIT) where it waited at "waitfor(a)". It seems
it waited system init forever. Could anyone help to explain what system
init it waits for and how can fix it?
