can we *please* deal with all the "#if 0"s and "#if 1"s???

  i know i've submitted patches to take care of this stuff at least a
couple of times and all of it's still there.  unless someone has some
real religious affinity for this stuff, can we *please*, for the love
of god, get rid of all of those meaningless preprocessor directives
once and for all?
