"All rights reserved" was legal boilerplate required before US copyright law 
started being regulated by the Berne convention circa 1987 or so, and people 
still put it on out of habit (and due to international jurisdictions that may 
not be Berne signatories or may have futzed with it in the enabling 
legislation).

It's a statement that copyright is being claimed on the work, which is 
independent of what license is being issued to grant access to the rights the 
copyright regulates.
