Help! daemon.err inetd: telnet/tcp: unknown service

hi all,
I first use inetd and it doesn't work well! When i start inetd,the error msg
is:
       daemon.err inetd: telnet/tcp: unknown service
My configure file in /etc is:
    inetd.conf
                 telnet  stream  tcp  nowait  root  /usr/sbin/telnetd
telnetd
    protocols
                 - - - -
                 tcp     6       TCP
                 - - - -
       services
                - - - -
                telnet          23/tcp
                telnet          23/udp
                - - - -
What is the problem at all?
