He isn't.  Either the code is GPL (and there's a statement at the top of the 
file saying it's GPL) or we can't ship it and would need to revert it.

There's no middle ground here.

I agree.  However, the fdisk applet is a disgrace for obvious reasons, and 
Vladimir doesn't seem to see the need to fix it.

I'm pondering a "MAINTAINER" tag on applets, up in the license and copyright 
notices section.  Generally posting patches to the list should suffice, 
though.
