I don't think in this case Rob draws any argument whether TaiWan is a
province, or is a separate entity.  Rob is instead saying:
 - single point of failure is bad
 - Great Firewall seems to need a single access point
 - GFoC therefore implicitly weakens the access available to Chinese citizens

I don't *think* Rob's arguing anything here, and in fact I think this
is Rob's expression of comfort for Chinese who are limited in their
ability to research and innovate by the firewall.

Please do look at the rest of Rob's response, he has some working
information which might help to build the package you're looking
for... if there's an error in building, perhaps it's enough to allow
you to continue your work in parallel to TaiWan's repair of the data
link.
