[PATCH] port some tools from http://smarden.org/runit/ to bbox

Hello Rob,

This patch adds 11 applets:

runsv, runsvdir, sv, svlogd, chpst, envdir, envuidgid, pgrphack,
setlock, setuidgid and softlimit.

If enabled, they take 35 kb of text.
