[PATCH] unify deluser and delgroup

Hi,
this patch unifies deluser and delgroup applets 
removes delline.c file from loginutils and moves
the code in it to deluser.c (with minor size reductions
due to the use of libbb functions and a little code
clean up).

The patch is tested and seems to work.
If you like it please apply it.
