[BusyBox] ipcs & ipcrm

I would love to see them integrated into busybox. How compliant are they
with the GNU versions?

Is there any interest from the busybox developer community in the ipcs
and ipcrm commands?  If so, what do I need to do to resubmit my patches?
I submitted them twice right before the 1.0 lockdown, and didn't receive
any response, and I didn't want to keep pestering if there was no
interest.

We regularly build my patch here in with our busybox implementation on
my project, and we use it here, so I know it works.  Let me know if I
need to do anything else.
