[BusyBox] how to get "reboot" to work when using "minit"??

Following up on myself, it turns out that minit does have the hard-reboot
program. It bypasses the whole who-owns-pid-one issue by using the reboot
syscall. Presumably one would call it after shutting down all services and
calling sync.
