[BusyBox] minit used as init in busybox

Hello!
If minit is used instead of init, at least reboot, halt, poweroff does not
do their job (killall could also be involved). It looks like
they would depend on init. minit-0.9.1 provides hard-reboot, this could
be ported to busybox and used instead of the init version of
reboot/halt/poweroff. Also minit-cvs provides killall5 (as SysVinit),
this could be used instead of killall (or the main applets could have an
ifdef for init/minit case. Providing these utilities as they are for now
if minit is enabled does not make any sense, so they should depend on
init.
