[BusyBox] not able to reboot/halt/reset

I used to be able to reboot/halt/reset - now these functions don't do anything.  I am using
busybox 60.1.  I have changed lots of system things since I last tried a reboot and am not sure
what has changed.  Do I need a certain option in the kernel for this feature to work?

Any ideas ????
