[BusyBox] #define -> static const int. Ash module

Hi,

I enable in Config.h BB_FEATURE_BUFFERS_GO_IN_BSS and
can`t translate modules: syslogd.c and tr.c

IHMO subj is rubbish. Please back revisions tr.c 1.18 to 1.17and
syslogd.c 1.51 to 1.50 (only this).

Also, i done my part work with new (Erik`s) ash module.
Now:

  text    data     bss     dec     hex filename
  57405     577   10176   68158   10a3e ash.o
   text    data     bss     dec     hex filename
  58841     576    9072   68489   10b89 ash_Erik.o

And redice 28k source text. Only one file, only one externals: 
shell_main and shell_context. I reduce not realy text functionos 
except getpwd() and doprint(), ash.h removed.
