Summary: init -q needs to kill obsolete processes
Description:
a inittab reload with 'init -q' omits to kill processes that are no longer
in the inittab. this leaves things running that no longer have any
purpose.

I think CONFIG_FEATURE_KILL_REMOVED and CONFIG_FEATURE_KILL_DELAY deal with
this problem now.
